Competent Persons Schemes

Shoddy plumbing, heating, electrical or gas work can be dangerous and put public safety and health at risk. It is for this reason that the industry is heavily regulated and controlled by the Health & Safety Executive and Building Regulations.

If you are planning to become a building services engineer you will need to get the qualifications required by regulation and unless you want the time and the expense of first notifying Local Authority Planning Control departments of the work you are intending to carry out and then getting someone else to come in and certificate it, you will also want to join an appropriate Competent Persons schemes.

Competent Persons schemes were introduced by the Government to allow individuals and enterprises to self-certify that their work complies with the Building Regulations as an alternative to submitting a building notice or using an approved inspector. The principles of self-certification are based on giving people who are competent in their field the ability to self-certify that their work complies with the Building Regulations without the need to submit a building notice and thus incurring local authority inspections or fees.

With the introduction of Home Information Packs, designed to take some of the stress and expense out of buying and selling a home, anyone moving home must provide prospective buyers with a pack which should contain certificates showing that certain work done in the home complies with Building Regulations. Certificates of compliance given to householders as a result of work done by registered gas installers will form part of the pack, but there will also need to be certificates for some electrical, plumbing and ventilation work too.
